 A CONFERENCE PRESENTED BY
THE MICHIGAN ALLIANCE AGAINST HATE CRIMES AND
THE MICHIGAN DEPARTMENT OF CIVIL RIGHTS

Bias incidents motivated by race, religion, national origin/ethnicity, sexual orientation and disability are on the rise across the country. In Michigan, hate groups are proliferating while we continue to rank third nationally in the number of reported bias-motivated criminal offenses. This conference will provide a structured opportunity for Michigan to develop community-based response systems to hate and bias incidents and address the needs of our communities.   Click here to register

Alice Kennedy

Alice H. Kennedy is President and owner of Kennedy Management Resources, Inc., “Home of Diversity Theatre.”  Born in Saigon, South Vietnam, Alice and her family immigrated to the United States in 1975.  KMR Diversity Theatre’s mission is to bring challenging, educational and enlightening shows to the community dealing with diverse issues including racism, sexism, homophobia, cultural insensitivity, and other personal prejudices.  Its vision is to create a safe environment for dialogue, learning and understanding about those who are different from us.

As a special program for MIAAHC and MI Response to Hate audience, Diversity Theatre will explore the issues and implications of hate crime and bias incidents in Michigan through an interactive performance fraught with intrigue and audience participation with the objective of having participants and their communities work together - building community - to fight hate crimes.

 

 

 

Lieutenant Brett Parson

Lieutenant Brett Parson has been serving the Washington D.C. Metropolitan Police Department since 1994, and is currently assigned to the Executive Office of the Chief of Police, where he commands the department's four liaison units (Gay and Lesbian, Latino, Asian and Deaf and Hard of Hearing) under the department's Special Liaison Unit (SLU) and serves as an assistant to Chief.  Parson's distinguished career includes assignment as an officer and patrol supervisor in Vice/Narcotics, Gun Recovery and Investigations, alcohol crimes and Domestic Violence.  Parson has worked as a patrol and investigative supervisor of the Violent Crimes Investigative Unit and served with the Major Narcotics Branch, where he supervised the District of Columbia's elite Narcotics Strike Force.  In June 2001, Parson joined the Gay & Lesbian Liaison Unit (GLLU) as commander, remaining in that post until January 2007.  In recognition of this unique work, the GLLU was named the winner of the 2006 Innovations in American Government Award, by Harvard University's Kennedy School of Government – Ashe Institute.


Parson has been recognized by the department, community and other agencies many times for his work, to include victim advocacy.  Nationally recognized as a resource for investigations involving crimes by, and against the GLBT communities, Parson frequently speaks around the nation regarding GLBT and law enforcement issues.  Community members, law enforcement and the media have all recognized Parson as a national leader, and call upon him frequently to train law enforcement agencies on ways to better serve their communities.

Conference Workshops

Critical Incident Protocol (CIP) - A Public and Private Partnership presented by the School of Criminal Justice at Michigan State University (MSU).  Using the nationally recognized model for community response, this workshop demonstrates how to build public-private partnerships in cities, counties, and regions for joint critical incident management and emergency preparedness.  The CIP model is advocated by MIAAHC as the next generation of Community Response Systems communities should employ for responding to hate and bias.

Coalition Building/Violence Prevention Workshop presented by the National Coalition Building Institute.  This workshop teaches the skills and increases motivation for bringing diverse elements of a community together to successfully achieve common goals and address violent or potentially violent situations in a non-violent and thoughtful way.

Hate Speech and the First Amendment:  Legal implications and resources to prevent the influence of hate.  Speakers include experts on Hate Speech and First Amendment issues.

Serving Limited English Proficient (LEP) Communities presented by the U.S. Department of Justice, Civil Rights Division.  From enforcement to suggested practices, this workshop is designed to assist emergency responders and victim support agencies address the particular needs of our emerging LEP populations as victims and members of our communities. 

The State of Michigan's Intelligence Operations Center (MIOC)Coordinating the statewide fusion center to provide statewide information sharing among local, state and federal public safety agencies and private sector organizations 24-hours a day, their mission is to facilitate the collection, analysis and dissemination of intelligence relevant to terrorism and public safety.  For the first time, MIOC will brief participants on its operations, how communities can contribute to its mission, and the current status of hate groups and their activities in Michigan to assist communities in coordinating their community response efforts.
